Today, in the modern world, saving energy is an integral part of the life of a civilized society.This includes taking care of your health, saving money and living comfort.However, one of the most important (global) features of energy saving is protecting the environment from negative impacts.
Energy saving concept
The concept of “energy saving” was used in many countries a long time ago, in the Soviet era.Today, energy saving is characterized by the conceptual apparatus of the Federal Law “On Energy Saving and Increasing Energy Efficiency and Amending Certain Legal Acts”.
Energy saving is based on an energy resource as an energy carrier that can be used in any activity.
The Federal Law on Energy Saving also introduces the concept of “secondary energy resource”, which is an energy resource obtained as a result of a technological process not aimed at producing energy.
Energy conservation is any activity aimed at reducing the scale of use of energy resources without affecting the main function of their use.
Despite the extreme precision of the definitions, confusion often arises around the terms “energy saving” and “energy efficiency”.In this context, this section provides a definition of the latter.
Energy efficiency is a set of characteristics that reflect the ratio of the impact of the use of energy resources to the cost of the energy resources themselves.The efficiency of energy saving is characterized, among other things, by the energy efficiency class, which reflects the degree of benefit of a product in terms of energy saving.Special energy surveys are carried out to determine energy efficiency.
Two living areas with a consumption of 95 kWh per 1 m²2.In this context, changes were introduced that led not only to the regulation of energy consumption, but also to the application of specific energy efficient solutions in residential and public construction projects.
Various energy-efficient solutions are currently used in residential buildings and social buildings (kindergartens, schools, etc.):
- Devices are used to automatically measure the hot water and coolant flow in the heating system.
- Battery-operated controllers are used, which allow each resident to adjust the temperature in the room at their own discretion.
- To reduce heat loss, pipes are insulated.
- Ventilation devices with heat recovery are used.
- The building envelopes have high-quality insulation and three-chamber double glazing.
In addition to standardizing building concepts, measures were developed to promote energy-efficient housing construction.For example, there are tax advantages for owners of energy-efficient buildings:
- Real estate with a high energy efficiency class is not included in the tax base for three years from the date of registration.
- It is possible to double the depreciation of this property.
Tariff incentives are also used as a method of motivating city residents to rationally consume energy resources.
State information system for energy saving
The State Information System (GIS) “Energy Efficiency” is a collection center of all information about energy saving.Designed for the population of the country, legal entities, government employees.In addition to providing information about new energy efficient solutions, the achievements of modern innovators and helping businesses and private homeowners reduce energy consumption, this platform is also used by government bodies to collect information about the energy consumption of household organizations.
The latter function is implemented by the “Information on energy saving and increasing energy efficiency” module.Here, household organizations and municipalities fill out the energy consumption declarations online with the following data:
- Energy pass.
- Charter of the organization.
- Organizational staffing table.
- Fuel and energy resource bills.
- Technical passport of the building and data from BTI.
This energy saving module allows saving resources of organizations required to report to federal authorities on expenditures on energy resources, and also provides government agencies with the opportunity to quickly and thoroughly analyze and draw conclusions about changes in the country's energy policy.
